Abstract


Performance evaluation reports are crucial for public employees. Effective performance in anyadministrative system requires a sense of stability while performing their assigned duties. This allowsemployees to increase their productivity and develop their innovative capabilities. This ultimately leadsto the development of the administrative process itself and the enhancement of the role of administrativework in society. This requires set of governing principles that guarantee employee rights, ensure theregular and consistent operation of public facilities, achieve efficiency, and provide services at the lowest
cost. Among these governing principles are objective justice, transparency, effective communication,and ensuring the employee's right to appeal if they object to their evaluation. This contributes to
improving job performance and building employee confidence in the evaluation process.
